Vice President of Development
Ms. Pines joined Las Palmas in 2007 and is responsible for overseeing all real estate development including residential and mixed–use new construction, acquisition and rehabilitation.
Noami takes on all aspects of project development, including acquisitions, financing, and due diligence. She oversees the design team throughout predevelopment and construction and manages the conversion process from construction to asset management. This includes working with the construction team to ensure a financially feasible and operationally viable development in a timely and cost efficient manner while monitoring and preparing proformas, cash flow projections, and project schedules. She works closely with localities, city staff, and lenders to ensure a collaborative development process. Her other duties include providing input on project design development and ensuring that project plans and specifications are received by construction in a timely manner. She is also responsible for identifying and developing financing sources, compiling financing applications, preparing development and construction budgets, and reviewing draw applications. She coordinates due diligence and compliance requirements for funding agencies to ensure a seamless transition to our asset management division.
Ms. Pines holds a degree in Architecture from the University of California, Berkeley. Her background includes design and development for both developers of luxury boutique hotels and low-income communities, research of sustainable design methods and funding sources, post occupancy studies, and the compilation of economic impact reports for the National Economic Development and Law Center. She is focused on the development of uniquely high quality affordable housing and on the potential that good and engaging design allows our residents to discover.
